US “donated” $15 million to anti-Chavez NGOs between 2004 and 2006

A document leaked by WikiLeaks reveals the U.S. five-step strategy to undermine ‘Chavismo’ in Venezuela through USAID assistance to NGOs.

In a message sent to Washington in November 2006, the then U.S. Ambassador to Venezuela William Brownfield shows the results of his work from 2004, which had five stated objectives; to 1) Strengthen democratic institutions, 2) Penetrate political base of [Hugo] Chávez, 3) Divide the Chavismo; 4) Protect vital U.S. businesses, and 5) Isolate Chávez internationally.”

In total, between 2004 and 2006, the U.S. Agency for International Development USAID donated 15 million dollars to more than 300 organizations, and offered technical support and training through its Office of Transition Initiatives (OTI).
